By good weather, I mean lots of sunshine, low humidity, warm but not too hot, light to moderate precipitation, average 70 degrees Farenheit (which is about 20 degrees Celsius).

I vote for Hawaii as having the best weather, and Alaska as having the worst (by your criteria).
Hawaii does not exactly have low humidity, but it has nice ocean breezes that make you forget about the moisture.
I might have mentioned California, but it is a large state and much of it does not have a perfect climate.
Arizona also has some parts that are very nice all year round, but most of it is too hot. Florida is humid.
As to the worst, Alaska clearly has the most severe climate, with winters most of us would find unbearable.

You would probably like coastal California or Hawaii, but I think Arizona has the by far the best weather, especially the southern and central parts of the state
Worst weather: Alaska

Best would be southern california along the coast. Worst would probably be along the coast in Oregon or Washington. I live in seattle and it is dark grey skies with light rain and 48 degrees 300 days out of the year.

I stay in Minnesota, too, and however i do no longer strategies heavy snow, this is the bitter chilly that gets on my nerves. needless to say, bitter chilly and heavy wind is a a ways worse element than only the chilly. it sort of feels to me that the northern area, and north-jap factors of North Dakota get the backside temps and the optimal winds.
