You can cross state lines, but there are still some businesses and accomodations that are not open here in Colorado although many are. Masks are required to enter businesses.

There has never been a ban on traveling within the US.  Some states made efforts to minimize travelers from other certain states, and have required quarantine of incoming visitors, but state borders have not been closed.  You can drive wherever you want.  Whether you should is another question, but you are certainly legally allowed.

I would stay at home. The US has not done nearly enough to control the spread of the corona virus, and until they do, and bring down the numbers of infected, Americans won't be welcome in many countries.

At this moment I don't think Texans are banned from any state.

Of course you can. Are you under the impression that they have posted border guards on every road that crosses a state boundary? If you're planning on stopping anywhere, make sure you have a reservation. All the fast food places have been open for drive through and pick up.

Despite the common belief, travel never ceased in the USA.

It's never been illegal.  The problem is, however, finding hotels and food along the way.  Some states were requiring self-quarantine for 2 weeks upon arriving in their state as well.  You'd have to research your route and destination to see what those restrictions and shutdowns currently are.
